I have the following steps to determine whether this division fair:
1. There is an office with phone / fax / email / Internet access?
2. Are services for your customers?
3. There are indications that?
4. Are they paying the bill for the marketing?
5. If the reimbursement of their expenses?
If the answer is yes, then it is more than fair. These things cost money and work to grow your business faster than the work of an agent alone - if you offer these things.

Yes, that's right. Most of the time is 50:50, sometimes even 55 new, 45 renewal.
